I started dovecot the same way as dovecot-0.99.10.9 and with the same config file. The return code is 0 but there are no dovecot processes at all. And the POP3 client can't connect. netstat reports port 110 (for POP3) is not listening.
Dovecot probably crashed while trying to create the pid file and didn't start at all. I was wondering today that no-one noticed this, but I also noticed it only after trying to run it in Solaris, with Linux it worked fine.
(I hate t_strconcat() API but I just can't get myself to stop using it.)

Not here. I thought it was just a local issue that it didn't start at all, but those symptoms (starting and exiting, no error code or log at default levels) are exactly what is happening here.
