How can these MBOX files on a Dovecot-based IMAP server be converted to PST for access in Outlook?
MBOX files stored on a Dovecot-based IMAP server cannot be accessed directly in Microsoft Outlook, because Outlook does not support the MBOX file format. Outlook works with PST files, so a conversion step is mandatory.

I don't think Outlook has any bearing on the storage format of the mails. Dovecot is an IMAP server, that is it serves email using the IMAP protocol. How the mails are stored by dovecot and how they're stored by outlook *should* be irrelevant. IMO, Dovecot should be your authoritative storage of mail - whether that's MBOX, MAILDIR, or DBOX- and Outlook simply queries the current state of the mail store by using the IMAP protocol.
