[Dovecot] libexecdir and localstatedir problem

I'll add --rundir (or is there something more standard?) which defaults 
to $localstatedir/run/dovecot. pkglibexecdir should be easy to override 
without patching makefiles:

make 'pkglibexecdir=$(libexecdir)'
