No, this is a "lack of understanding" problem.

Dovecot is marking the message for deletion.  Outlook is showing that 
the message is marked for deleteio.

The deletion doesn't actually occurr until you EXPUNGE the mail.

Some mail clients automagically do this.   Some don't.  Some have an 
option.  I believe Outlook has an option (but we banned Outlook from my 
office some years back)
