[Dovecot] How to deny access from some ip or network

Does that mean that a line like
imap stream tcp nowait root /usr/sbin/tcpd /usr/local/libexec/imap-login
in /etc/inetd.conf will not make dovecot be "secured" by tcpd?

I found some mails in the archives dealing with this stuff, but maybe
didn't get the message completely...
