Yes.

It'll stay as a plugin distributed in a separate package.

Most importantly this is because the Sieve code isn't mine and I don't
trust it enough to include it in the http://dovecot.org/security.html
guarantee.

But there are other reasons too. Maybe I should write all this to wiki
some day.
