Further testing shows that "umask = 0007"  can be used to fix this.  I'm 
surprised that it is a global setting.  I would have thought that you 
would want a different umask for private and public mailboxes. This 
makes the messages in a user's home directories readable and writeable 
by members of the group.  But I guess they don't really have access to 
the directory in the first place.  Or am I doing something wrong here?
