[Dovecot] Check plugin loading for LDA and dovecot-sieve

mail_debug doesn't affect deliver. Perhaps it should.. Hmm. I don't
know. In any case if you set protocol lda { debug = yes } then you'll
get the same debugging.

OK, I think I'll change this for next version so that both will work.
