[Dovecot] no maildirsize file being created -dovecot v1.1

I'm not sure what you want. Is the ~/mail/ directory a mbox or a  
maildir? If maildir, you'll need to set:

mail_location = maildir:~/mail

If it is mbox, you can't use maildir quota backend. You should have  
had the exact same problem with v1.0..
