[Dovecot] Quotas ignored on INBOX only

How exactly are you testing this? Are you saving/copying messages to  
INBOX exactly the same way as for other mailboxes?

Your configuration looks ok.

The only thing I can think of is that either you're testing INBOX  
differently and the problem is actually something else, or that  
there's a bug in this Dovecot version (but I didn't see anything  
related in NEWS file).
