If you want to use passdb sql remove the comment hashes:
# SQL database <doc/wiki/AuthDatabase.SQL.txt>
passdb sql {
  # Path for SQL configuration file, see doc/dovecot-sql-example.conf
  args = /etc/dovecot-sql.conf
}
