     so seems your quota is working !!!! What are you using as your 
Local Delivery Agent (LDA) ?? Is it dovecot LDA ? Is it some MTA LDA, 
like Postfix ?

     Maybe quota is not working on your LDA ... not on IMAP4/POP3.
