Over quota is over quota... 
Perhaps it's better to drop a line in the user's inbox e.g. 'mail from mail at address.com rejected because there was not enough space in your inbox...' or something else.
So both sender AND recipient are informed and I'm sure the owner will THEN tidy up his mailbox.
