In your dovecot -n output mail_plugins are only defined inside the protocol 
parts. So, when inside protocol lda you write

mail_plugins = $mail_plugins sieve

$mail_plugins is empty.

Again, try setting it in 10-mail.conf and check if it solves your issue.
