[Dovecot] Missing 20-managesieve.conf in 2.1.4?

I installed it the same way as usual:
./configure
make
make install

No errors reported.
I checked the configure options and also tried --with-managesieve but 
the file is still missing.

However, this is my first installation on Scientific Linux.
