Can't it be either?

user_filter = (|(mail=%u)(cn=%u))

With v2.x you can also do something like:

protocol lmtp {
  userdb {
    driver = ldap
    args = dovecot-ldap-lmtp.conf.ext
  }
}
protocol !lmtp {
  userdb {
    driver = ldap
    args = dovecot-ldap.conf.ext
  }
}
