I guess you are missing the sieve plugin completely,
did you install the dovecot-sieve plugin?
Where did you get sieve from and how did you install it?

Did you follow all the compile instructions at
http://wiki.dovecot.org/LDA/Sieve/Dovecot or
did you install some package?

What do the following commands say?

# find /usr/lib/dovecot | grep sieve
# apt-cache policy dovecot-sieve
# dpkg -l "dovecot*"
