OK, moved only the subscription file to a place next to the Maildir:

/data/mail_public/Maildir contain public mailboxes
/data/mail_public/Maildir/dovecot-acl allow access ( contain only  
"authenticated lrs" )
/data/mail_public/subscriptions contain the subscription files
