That's my experience, too.
If you change the acl files directly, it can happen, this change does not 
take effect in some time, because Dovecot never inspects the file, e.g. 
nobody accesses the mailbox.

doveadm worked great for me, although it requires more scripting, if you 
change the ACLs of a whole account etc.pp. But if such script is done 
once, it fits for all kind of setups as Robert already pointed out.
