Running without anvil?

Taking a wild guess, this seems to work:

  service anvil {
    executable = /usr/bin/True
    process_min_avail = 0
    unix_listener anvil-auth-penalty {
    }
    unix_listener anvil {
    }
  }

I have no idea which parts of it are necessary and which are incidental,
though.  Hopefully, none of it is actively harmful.
