Cannot make disable_plaintext_auth = no works in configuration

Hi,
No matter how I try, I cannot make the config disable_plaintext_auth = no to work. I have set it up in 10-auth.conf but when I check with doveconf -a it is still disable_plaintext_auth = yes. Here is my config:
