Read the quota_exceeded_message from a file

Thank you for the responses, and I apologize for /tmp issue diverging from
the initial query.

Can someone confirm that the:

quota_exceeded_message =</path/to/file

configuration syntax works for you? If it does then I assume the issue is
on my side, or if it's a bug or so.
