That's probably what happens now when user not over quota and 
receives a large mail that would put them over quota.

What is needed is up-to-quota-plus-one-more-mail-regardless-of-size.

MTA- I have a 0 byte mail for bob. Is he over quota?
D- nope, he's good for another 50Kb.
MTA- Ok, here's the mail, it's really 3Mb.
D- Thanks, delivered.
