[Dovecot] v1.1.beta11 quota plugin and dict server

it seems  that it is not only cosmetic issue - IMAP server does not list QUOTA 
in capabilities and also does not recognize GETQUOTAROOT command, although 
other quota operations are working(imap process changes quota values in 
dictionary).
