[Dovecot] Dovecot Sieve capabilties - regex solution

I worked out a work-around to my problem of the regex capability not
working.  It seems the make of libsieve is not recognizing that
ENABLE_REGEX is set.  Though not sure why - dsieve-config.h seems to be
included.  I forced libsieve to compile with REGEX by removing the
#ifdef.  The require "regex" now works.
