[Dovecot] Location of sieve_global_dir setting

They work in both for Sieve, but you should put them to plugin {} since
in future they won't work in lda {} and also ManageSieve doesn't use lda
{}.

I noticed lda { sieve_* } in one place in Wiki, updated now.
