As far as I know there is no global default ACL for folders.
E.g.: http://wiki.dovecot.org/ACL
plugin {
   # With global ACLs in /etc/dovecot/acls/ directory:
   acl = vfile:/etc/dovecot/acls
}

Then have a "*" or something in it.

But how about to prevent write access on Unix level? Can you mount the 
mail storage read-only? If necessary on a second mount point.
