Looks like your Sieve GUI uses the wrong Unicode format. The above is 
mUTF7 as used by IMAP. However, Sieve expects UTF-8. So it should use 
this instead:

fileinto "INBOX/ąćęłńóśźżĄĆĘŁŃÓŚŹŻ";
