RFC 9266: Channel Bindings for TLS 1.3 support

Hello all,

I would like to know if it is possible to add RFC 9266: Channel Bindings for TLS 1.3?

Little details, to know easily:

• tls-unique for TLS =< 1.2
• tls-exporter for TLS = 1.3

It is will be used by SCRAM-SHA-*-PLUS like SCRAM-SHA-1-PLUS/SCRAM-SHA-256-PLUS. SCRAM-SHA-1 and SCRAM-SHA-256 are already supported.
