Silly, that in mbox case this folder will created, nut in Maildir case 
won't, so I's say, it's a bug.

Actually I'd made it config based, something like adding in dovecot.con 
use_maildir = Yes or use_mbox = Yes means, that if Maildir/imap folder 
doesn't exist, it will created by dovecot.
