Thank you Tomasz!

The quota per user worked fine now...

The problem was that in dovecot.conf I had these lines:

userdb static {
   args = uid=5000 gid=5000 home=/home/vmail/%d/%n allow_all_users=yes
}

And I just changed to:

userdb sql {
  args = /etc/dovecot/dovecot-sql.conf
}

Now it's working...
