File:

# chmod a+x /var/lib/dovecot
# mkdir /var/lib/dovecot/shared
# chmod a+rwx /var/lib/dovecot/shared
acl_shared_dict = file:/var/lib/dovecot/shared/mailboxes

As for SQL .. well, that's a bit too much work right now to figure
out. :) SQL dict quota configuration could be used as a starting point.
