No, it's just that the ACL text was added there after wiki2 was forked. I updated now http://master.wiki2.dovecot.org/Authentication/MasterUsers#ACLs

I'm pretty sure the userdb way works in v2.1, possibly also in v2.0 and probably not in v1.x.
