[Dovecot] can not see public mailbox

Just an idea, but unix separates between Capital letters and letters, perhaps
you could change this:

  location = maildir:/home/vmail/public:LAYOUT=fs 
  prefix = Public/ 
  separator = / 
  subscriptions = yes 
  type = public 

into this

  location = maildir:/home/vmail/public:LAYOUT=fs 
  prefix = public/ 
  separator = / 
  subscriptions = yes 
  type = public
