ACLs on Top level mailboxes.

I think global ACL file would work. Use something like:

* <no rename/delete rights>
INBOX.* <all rights>

(I don't remember the rights strings exactly now.)

IMAP clients will redownload their local mail cache if you don't use migration tool. Doesn't necessarily matter with few users.
