Finally got it working had to change the directories and one user had a corrupted site script.

I think I see my problem, the syntax in sieve_script personal appears to be incorrect. Do I still need the path statement and if so where should it pointing too?

It has nothing to do with your sieve scripts not being
executed though. You can ignore it, it's a debut message.
Sieve scripts are not normally executed by imap unless you
try to use IMAPsieve or FILTER=SIEVE extensions.
